Kenya Commercial Bank Limited is registered as a non-operating holding company which started operations as a licensed banking institution with effect from January 1, 2016. The holding company oversees KCB Kenya - incorporated with effect from January 1, 2016 - and all KCB's regional units in Uganda, Tanzania, Rwanda, Burundi, Ethiopia and South Sudan. It also owns KCB Insurance Agency, KCB Capital, KCB Foundation and all associate companies. The holding company was set up to among other things to enhance the Group's capacity to access unrestricted capital and also enable investment in new ventures outside banking regulations, achieve operational and strategic autonomy for the Group's operating entities and enhance corporate governance across the Group and oversight in management of subsidiaries.Key Responsibilities Conduct regular compliance tests to assess adherence to tax, regulatory, policy and process requirements across  Group Payrolls and recommend corrective actions where necessary. Perform monthly Payroll-to-GL reconciliations for Kenya Businesses and oversee compliance with monthly Payroll-to-GL reconciliation requirements across International Businesses. Proactively manage Group Payrolls risk by ensuring that all statutory deductions are reconciled and remitted to the relevant authority within the stipulated time. Ensure the Bank’s Retirement Schemes are funded in accordance with the respective Pension Scheme Rules. Reconcile Group payroll suspense and control accounts to ensure compliance with the Group Suspense Accounts Policy and timely resolution of outstanding items. Coordinate with internal IT and payroll system vendors to implement approved Payroll System and Banking interface changes, ensuring appropriate testing, efficiency and controls. Support internal and external audits by providing required payroll data and prepare regular compliance and payroll reports for management decision-making. Manage relationships with statutory authorities, payroll system vendors and other relevant stakeholders on payroll compliance and system matters. Maintain updated departmental process maps and risk registers and submit monthly Ethics and Compliance self-assessment reports to Group Risk. Ensure all payroll costs are correctly posted to the respective GLs before month end. Conduct periodic reviews of payroll system user access to ensure privileges are aligned with the approved role matrix. Qualifications For the above position, the ideal candidate should meet the following requirements:  Holder of a Bachelor’s degree from a recognized university. Professional qualifications in accounting, payroll or tax will be an added advantage. At least four years’ relevant work experience in a similar sized organization, including specific experience in the following areas: 4 years in Payroll administration and processing 3 years Payroll compliance, taxation & statutory requirements experience 3 years of advanced excel, data manipulation tools and analysis 3 years use of Payroll and Finance Systems.  3 years in Payroll or GL Reconciliation.  3 years in Stakeholder and Relationship management 3 years in Risk and Compliance Experience in Labour laws & Employment regulations  The personal attributes and competences will entail include the below qualities: Strong analytical skills and attention to detail Maintaining the highest level of confidentiality and employee data privacy control.  Problem solving skills.
