The GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) is a German Federal enterprise that provides services worldwide in the field of international cooperation for sustainable development. GIZ has over 60 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, agriculture, migration and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is our main commissioning party.
In collaboration with the Government of Kenya, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the "Promoting Employability and Entrepreneurship in Turkana West" (ProSEET) project. This initiative focused on Turkana West and Lokichoggio, aims to enhance socio-economic self-reliance of youth in a region marked by limited employment opportunities, especially for youth. The following three components of the project contribute to achieving this objective:
Improving conditions for socio-economic empowerment of youth in the refugee community and the host population
Enhancing access of youth to employment-generating skills
Improving access of youth to business-related services and support
The GIZ is seeking a dynamic, result-oriented and experienced expert to lead project implementation in the fields of partner capacity development and employment promotion who would support the achievement of these goals.
Summary of responsibilities**
The Technical Advisor for Employment and Capacity Building will be responsible for overseeing and as well as directly implementing activities related to the socio-economic empowerment of youth in the refugee community and the host population. Moreover, the Advisor shall closely support local societal and governmental partners in strengthening their capacities in the fields of organisational management, resource mobilization, as well as with technical guidance on youth employment promotion.
Besides direct implementation, the advisor will support steering of consultants and managing grant-supported partners.
Key Taks & Responsibilities****
Planning and implementing of project activities in close collaboration with Project Manager and ensuring timely and high-quality delivery and progress towards intended results.
Consultant Steering: Supervise the activities of individual consultants and consulting companies supporting the project and maintain effective working relationships on the ground.
Grants & Partner Management: Coordinate and steer partner organizations implementing activities financed by GIZ in the entrusted field of implementation.
Support governmental partners such as DRS and Kakuma Municipality in enhancing their capacities related to the rollout and implementation of the Shirika Plan and the integrated service provision in Turkana West
Support implementation with and capacity building of project’s societal partners such as CBOs, RLOs, and youth centres
Identifying possible fields of intervention for GIZ in the field of employment promotion, development of relevant concept notes, preparation of budgets, time schedules and impact models
Support in regular coordination meetings with partner agencies to discuss programme updates, challenges, and opportunities for collaboration.
Provide advisory and recommendations, strategies and action plans for the operationalization of Nexus Humanitarian Aid, Development and Peace and Global Compact for Refugees
Ensure integration of cross-cutting issues (e.g. peacebuilding, do-no-harm, leave no one behind, inclusion of persons with disabilities, gender, etc.) into the project activities.
Regularly liaise with relevant stakeholder incl. the local communities
Actively contribute to the project’s reporting, operational planning, monitoring and evaluation system, as well as to knowledge management
Qualifications and Experience****
Postgraduate degree in Organisational Development, Business Administration, Development Studies, Education and Training, or a related field.
At least 5 years of relevant experience in implementing projects and/or activities focusing on employment promotion in development context
At least 3 years of experience in institutional and organizational capacity development of government institutions, civil society organizations, community-based organizations, or private sector actors.
Proven experience in directly conducting capacity building to individuals and organizations on topics such organisational management, resource mobilization.
Proven experience in implementing donor-funded development projects, preferably funded by bilateral or multilateral organizations
Experience in managing grants and coordinating multi-stakeholder implementation.
Strong knowledge of Kenya's refugee policy framework and socio-economic inclusion agenda.
Experience working in Kakuma or similar humanitarian/development contexts is an asset.
Excellent facilitation and communication skills.
Attention to detail and ability to manage multiple tasks.
Excellent interpersonal and problem-solving skills.
Ability to work flexibly, independently, and under pressure.
Fluency in English and Kiswahili. Knowledge of Nga’turkana is an asset
Proficient in MS Office applications and data analysis software.
