Background Information The National Council for Childrens Services is a State Corporation established under section 41 of the Children Act, 2022. The Council draws its mandate from Section 42 of the Children Act 2022. The Council is mandate to regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children. The Council was first established under the now-repealed Children Act 2001 and aligned to the Mwongozo Guidelines of State Corporations through the Statute Law (Miscellaneous Amendment) Act No. 11 of 2017 Vision Statement Vision Statement A protected and empowered child Mission Statement Mission Statement To regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children Core Values Child First Professionalism Integrity Transparency Accountability Inclusiveness Partnership Duties and responsibilities Duties and responsibilities entail; Developing and overseeing the implementation of a dynamic Finance strategy that is able to deliver exemplary services and results as envisioned in the strategic plan; Develop the Council’s budget and continuously monitor and evaluate its implementation; Giving oversight to the Council’s financial affairs and advise the Council on financial planning strategies and policies; Ensuring effective and efficient management of the Council’s resources including finances and other assets and liabilities; Ensuring the provision of meaningful, accurate and timely financial and management accounts and reports to the Chief Executive Officer and the Council; Negotiating with banks, donors and development partners for appropriate support; Participating in the development and review of the Council strategic plan; Requirements for appointment For appointment to this grade, an officer must have: - At least fifteen (15) years’ work experience three (3) of which must be at grade of Assistant Director, Finance and Accounts or in a comparable position; Bachelor’s Degree in Commerce, Business Management, Business Administration (Accounting or Finance option) or its equivalent qualifications from a recognized institution; Master’s Degree in any of the following disciplines: - Business Administration (Finance or Accounts option) or any other related field from a recognized University or institution; Must have Certified Public Accountants (CPA-K)/ Association of Chartered Certified Accountants (ACCA) or their equivalent; Membership in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK); Leadership course lasting not less four (4) weeks; Practicing license with institute of Public Accountants of Kenya (ICPAK); and Proficiency in computer applications.
