The International Committee for the Development of Peoples (CISP) is a non-governmental organization (NGO), founded in 1983 and its headquarters are in Rome, Italy. The principles and aims of the organization are summarized in the Declaration of Intent and Code of Conduct for Cooperation Programmes. The Declaration of Intent "For rights and against poverty: Approaches and Operational Priorities of CISPâÂÂ, formulated with the contribution of all the professionals working at the Rome headquarters, as well as at our offices located in third countries, establishes the organization action plan priorities, which are built around the main objectives of the fight against poverty and social exclusion. Main activities and priority action areas CISP, through its cooperation with many local actors, both governmental and private, has been implementing humanitarian aid, rehabilitation and development projects in over 30 countries: Africa, Latin America, the Middle East, Asia, and Eastern Europe. In the member countries of the European Union our organization fosters initiatives centered on cultural politics, promotion of international solidarity and enhancement of the role of diasporas in the development of their countries. Our Declaration of Intent identifies the following priority sectors: a) the right to social and economic security, meant as the progress of income opportunities, migrations, nutritional development and security; b) the right to health, water access and environmental reclamation; c) the right to a future envisioned in the light of the rights of children, adolescents, and youths and of the recovery of the environment and of natural resources; d) the right to humanitarian aid, that is to say emergency and early reconstruction interventions; e) our support to public policies promoting social cohesion and the civil society. CISP projects are always intended not only to respond to priority needs and solve real problems in the countries and areas of action, but also as means to identify, formulate or strengthen specific sectoral policies. These are two interdependent functions because the possibility that a project may inspire or strengthen a policy orientation depends on its impact, on its effectiveness and the credibility of the implementing party. In 1997 CISP founded the Cooperation and Development Network (CDN) in Pavia, Italy, in cooperation with the University of Pavia, the University Institute for Secondary Education IUSS, and two more NGOs. CISP formulates and produces publications and audiovisual materials. It also promotes all occasions for meetings and in-depth analysis in order to disseminate and inform the public on the most significant cooperation experiences.Key Responsibilities: Design and implement the overall Monitoring & Evaluation (M&E) system for Result 3 activities. Develop and standardize M&E tools, including trackers, databases, and dashboards for the project Ensure timely and accurate data collection, validation, and management across all project components. Track progress against project indicators by Monitor activity implementation progress against project objectives and work plans Develop and maintain an M&E dashboard to support real-time tracking of progress and decision-making. Prepare the project M&E reports on a monthly and quarterly basis Support the Project manager to prepare monthly and quarterly reports in line with donor (AICS/CISP) requirements. Ensure proper documentation and organization of means of verification for all indicators. Conduct data quality checks and verification exercises to ensure accuracy and reliability. Support the design and implementation of evaluation tools, including training evaluations and participant feedback mechanisms. Track and report on project outcomes, including skills acquisition, employment, and entrepreneurship. Work closely with the Project Manager and partners to support adaptive management and continuous improvement of the project. Designed and deployed questionnaires in KoboToolbox, and trained enumerators on using KoBoCollect for efficient and high-quality field data collection. Support the project in conducting assessments as needed; able to facilitate focus groups and other qualitative data collection exercises Analyzed program data and contributed to the preparation of monitoring and evaluation reports to support evidence-based decision-making. Any other duty assigned by the line manager Key Deliverables: Functional M&E framework and tools (trackers, templates, and databases) M&E dashboard for tracking all result 3 outputs Monthly and quarterly M&E reports Clean and verified datasets for reporting Documentation of means of verification for all indicators Final M&E report with key findings, lessons learned, and recommendations Requirements: Education: A university degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or a related field (Master’s degree is an added advantage). Professional Experience: Minimum 3–5 years of experience in Monitoring & Evaluation for development projects. Proven experience in designing and implementing M&E systems and tools. Experience working on skills development, vocational training, or youth employment programs. Strong experience in data collection, management, and analysis. Experience in developing dashboards (Excel, Power BI, or similar tools). Experience working with donor-funded projects (AICS, EU, UN, or similar) is highly desirable. Desirable Skills: Experience working in the fashion, creative, or manufacturing sector Knowledge of inclusive programming (youth, women, persons living with disabilities) Experience in training evaluation and outcome tracking Familiarity with TVET systems and informal sector dynamics in Kenya Understanding of AICS reporting and compliance requirements Key Competencies: Strong analytical and data management skills High attention to detail and commitment to data quality Ability to translate data into clear insights and reports Strong coordination and stakeholder engagement skills Ability to train and support project teams Contract Duration: 1 year, renewable
