We will continue 'saving lives and changing mindsâ by focusing our work in three key areas: 1) disaster response and recovery, 2) development and 3) promoting social inclusion and peace.Job Purpose The Senior Data Analyst and Impact Measurement Officer is responsible for setting up and managing a database of key data on indicators showcasing impact of the National Societies in Africa Region on both emergency, humanitarian as well as long term initiatives building on existing data. The Officer will also contribute to data collection, validation, analysis and visualization processes; be responsible for developing areas for further assessment/research to show case the impact of RCRC work in collaboration with the National Societies and PNS. The officer will: Serve as the regional focal point for advanced analytics and impact evidence generation across the Africa Region. Lead the development of a harmonized regional impact measurement architecture aligned with IFRC Strategy 2030, Unified Planning, and Federation-wide reporting. Drive a culture of evidence-informed decision-making through predictive analytics and forward-looking performance insights. Job Duties and Responsibilities Data Management and Analytics Develop and execute databases, digital data collection systems, and data analytics strategies that optimize statistical efficiency and enforce data quality standards through validation checks. Collect, analyze and interpret qualitative and quantitative data from various sources to inform insights and recommendation. Work with management to prioritize business and information needs. Identify, analyze, and interpret trends or patterns in complex data sets In consultation with the team, identify and define new processes for improved data management. Creating data-driven reports that help in decision-making during humanitarian crises. Work in collaboration with field staff and other stakeholders to gather data and understand their data analysis requirements. Interpret data to assist in the planning and implementation of humanitarian projects and decision-making processes. Design and oversee data collection tools and methodologies (surveys, assessments, sampling approaches). Generate dashboards, visualizations, and analytical reports to support evidence-based decision-making. Ensure adherence to data security policy. Develop and maintain a regional data governance framework, including data standards, metadata management, and data sharing protocols. Lead integration of multiple data sources (ERP, emergency operations data, Unified Plans, financial data, community feedback systems). Ensure compliance with global data protection regulations (GDPR-aligned principles). Contribute to digital transformation initiatives within the Secretariat. Lead in strengthening the quality of data, through supporting of alignment with the Data Quality Criteria and planning for and overseeing Routing Data Quality Assessments (RDQA). Impact Measurement Monitoring and impact measurement frameworks – develop/refine, and implement impact measurement frameworks, theories of change, and results chains to guide programme design and performance tracking. Employ methodologies for example case studies, outcome harvesting among others to measure impact of both humanitarian and development work of the RCRC in Africa Region. Establish clear indicators, baselines, and targets aligned with organisational strategies and donor requirements. Lead the development of terms of reference and inception report for impact evaluations and related assessments. Facilitate stakeholder consultations and validation exercises to support a participatory and inclusive impact evaluation process. Assess attribution/contribution of RCRC work to impact outcomes using mixed method approach to strengthen the robustness of findings. Support the development and adoption of digital data collection platforms and real-time monitoring systems geared towards impact measurement. Provide technical guidance and capacity building to enumerators and key partners on data collection tools and ethical standards. Ensure compliance with ethical standards, data security policies, and do-no-harm principles in all evaluation activities. Develop regional impact scorecards aligned to IFRC global KPIs. Establish a regional impact evidence repository for systematic documentation of humanitarian outcomes and long-term change. Lead regional impact attribution and contribution analysis linked to IFRC Strategy 2030 priorities. Lead in procurement of consultants, where they are required, for evaluations and impact measurement. Evaluation Management Coordinate and support internal and external evaluations, including mid-term, end-line, and impact studies. Facilitate after-action reviews, learning workshops, and reflection sessions to ensure insights are captured and used for improvement. Extract lessons learned and best practices for dissemination to various audiences across the organisation. Promote the integration of evaluation findings to drive programme design, implementation, and continuous improvement. Conduct meta-analysis of evaluations to extract regional trends and systemic lessons when necessary. Provide quality assurance oversight for decentralized evaluations conducted by Country Cluster Delegations. Establish an evaluation tracking system to monitor implementation of management responses and recommendations. Facilitate cross-regional learning exchanges on evaluation best practices. Reporting and Documentation Prepare high-quality impact reports, case studies, success stories, and learning briefs for internal and external audiences. Collaborate with the Communications Team to ensure effective dissemination of evaluation findings to both external stakeholders and internal teams. Support in timely reporting on KPIs, progress against results frameworks, and performance dashboards. Contribute evidence and analytics to Federation-wide reporting (Annual Reports, Unified Plans, Emergency Appeals). Develop interactive data storytelling products (Power BI, Tableau, digital dashboards). Analyse operational performance bottlenecks and recommend corrective measures. Capacity Strengthening Train and mentor IFRC and NS staff and partners on monitoring, evaluation, data quality, data analytics and visualization and impact measurement tools and processes. Support national societies/field teams in strengthening their M&E systems and processes. Coordinate with programme managers, partners, and donors to align on measurement requirements and evidence needs. Ensure accountability to communities by integrating feedback mechanisms and incorporating community perspectives into impact assessments. Identify opportunities to improve measurement approaches through innovation, technology, or new methodologies and build capacity on the same. Mentor PMER staff in data analytics applications. Support peer-to-peer exchange on digital monitoring systems. Provide advisory support to leadership teams on evidence-informed strategic planning. Data protection, responsibility, and accountability Promote a culture of accountability with management and across all sectors. Ensure a responsible processing of data using ethical standards and data protection principles throughout the process, avoiding over-collection, misuse or loss of data. Actively work towards increasing usability of data for evidence-based decision making and to remain accountable to people we serve, partners, and other stakeholders. Education University degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc. Required. Post-graduate qualification in a PMER or related field. Preferred. Experience At least 3-5 years of relevant work experience in the humanitarian sector. Required. Work experience with the RC/RC Movement. Preferred. At least 3 years of experience working in PMER. Required. Experience in capacity strengthening. Required. Experience working in an emergency response context. Required. Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management. Required. Knowledge, Skills and Languages Solid understanding of the international humanitarian and development sector. Required. Highly developed analytical and communication skills and ability to assimilate and process information for wide-ranging audiences. Required. Strong skills in designing and using PMER concepts, tools and best practices. Required. Data literacy - have sound understanding of research methods and analytical approaches to collect, manage, analyse and interpret data. Understands data quality principles, sampling strategies, and ethical considerations. Required. Self-motivated, with good judgment and initiative, and the ability to work with and manage others. Required. Strong proficiency in Excel, SPSS, R, Python among others. Required. Fluent spoken and written English. Required. Good command of another IFRC official language (French, Spanish or Arabic).
