Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Corporate Services Division (CSD) is the guardian of UNEP’s corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. It oversees UNEP’s efficient and effective management, in line with UNEP’s accountability requirements, rules, regulations and UN core values. This post is located in UNEP’s Multilateral Environmental Agreements Unit (MEAs Unit) Corporate Services Division at the Nairobi duty station. Under the direct supervision of the Principal Programme Management Officer MEAs Unit, the incumbent will be responsible for the following duties: Responsibilities
- Coordination with Corporate Services and UNEP Divisions and offices Ensure coordination with relevant functional areas in Corporate Services Division on the provision of high-quality and timely delivery of administrative and corporate legal components related to the UNEP MEAs Secretariats relationship. Collaborate with the Law Division and other UNEP divisions and offices on CSD-related work that intersects with the programmatic cooperation between MEAs and UNEP. Support relevant administrative areas in UNEP Corporate Services Division in the collection and analysis of data to identify trends or patterns and provide insights through data visualization methods. Communicate on a regular basis with MEAs Secretariats on new key organizational administrative and legal corporate priorities of the UN Secretariat and UNEP for information, adoption, and alignment.
- Governance and Support to MEA Governing Bodies Provide high‑level coordination support to the Conference of the Parties and relevant subsidiary bodies of the MEAs regarding administrative services, including inputs to the UNEP Executive Director’s report, and coordinate with Law Division and other UNEP Offices accordingly. Provide guidance and advisory services on corporate legal issues to MEAs Secretariats.
- Policy, Procedures, and Operational Guidance Development Coordinate or support the review, development of policies, guidance, and standard operating procedures, governing general administration relevant to MEAs Secretariats. Contribute to the development of operational policies relevant to the MEAs Secretariats, Corporate Services Division and Service Providers by troubleshooting and proposing solutions.
- Knowledge Management, Visibility, and Experience Sharing Coordinate the development of a platform for knowledge management and experience sharing on administrative aspects of MEAs Secretariats (budget, HR, legal, procurement, delegation of authority, IT, etc.). Provide support to increase visibility of MEAs Secretariats in coordination with MEAs Secretariats and other UNEP offices.
- Research, Analysis, and Reporting Coordinate and prepare written outputs, including background papers, analyses, and sections of reports and studies. • Undertake research and analysis to develop recommendations to management to improve efficiency and ensure cost‑effective administrative and logistics support. Provide substantive input to analytical reports, progress reports, and contribute to senior strategic‑level planning and workplans. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Perform other related duties as required. Education Advanced university degree (Master’s degree or equivalent) in law, business administration, economics or related field is required. A first-level university degree in combination with at least two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programmes in data analytics, business analytics or data science programs is desirable. Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area, in the environment field (e.g. biodiversity, chemicals, regional seas or climate change) is required. Experience working or coordinating with Multilateral Environmental Agreements Secretariats is required. Experience in corporate policy and legal advisory services in support of the operational activities of UN Multilateral Environmental Agreements or other international organization is required. Experience providing direct support to senior officials, such as in an Executive Office, Front Office or similar setting, is desirable. Experience in implementing change management initiatives or business transformation projects relating to MEAs is desirable. Experience working with United Nations common systems administrative policies and procedures is desirable. Experience in preparing thorough and well-reasoned written outputs including background papers, analytical notes, reports etc. is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat.
