The Central Bank of Kenya is a public institution established under Article 231 of the Constitution of Kenya, 2010. The Bank is responsible for formulating monetary policy to achieve and maintain price stability and issuing currency. Pursuant to the CBK Act, the Central Bank promotes financial stability through regulation, supervision and licensing of financial institutions under its mandate. The Bank also provides oversight of payment, clearing and settlement systems. All these efforts are geared towards fostering liquidity, solvency and proper functioning of the financial system. The Bank also formulates and implements foreign exchange policy and manages foreign exchange reserves. CBK is the banker for, adviser to, and fiscal agent of the Government. In discharging its mandate, the Central Bank contributes to the countryâÂÂs economic development and growth, and promotes the interest of the public. The Bank strives to carry out its statutory mandate effectively and efficiently guided by the principles of integrity and transparency.Job Purpose The role holder is responsible for the management of SWIFT related matters to ensure availability and accessibility of SWIFT to the approved users as well coordination of the SWIFT-related developments for both CBK and SWIFT community in Kenya. Key Duties and Responsibilities Strategic Responsibilities Participate in the development of payment strategies and policies in line with CBK’s strategy and national priorities. Continually oversee the implementation of SWIFT upgrades at CBK the latest technology and related cyber security programs. Coordinate the implementation of SWIFT-related developments for the SWIFT community in Kenya. Assist Banking and Payment Services leadership with on-going and long-term management and development of the Bank’s resources and organisational capability. Technical and Operational Responsibilities Oversee SWIFT Services unit functional responsibilities to ensure the safety, efficiency and effectiveness of the national payment system. Work effectively as part of the management team to deliver on the Key Result Areas and demonstrates competencies of his/her role. Ensure continued availability of efficient, reliable and secure payment systems that support the smooth functioning of the economy.. Ensure SWIFT comply with the CBK Act and the National Payment System Act and other adopted standards. Keep abreast with payment trends including Mobile Banking processes and platforms and link this to improved Payment Policy and Banking requirements. Keep abreast with payment risks including cyber risks and other risks and ensure an adequate payment risk management framework is in place. Promote the development of the systems as technology and market trends change. Implement Audit and Oversight Recommendations. Receive and approve application requests for settlement systems. Monitor impact of payment systems upgrades. Organise and attend SWIFT regional and global events when organized. Respond to audit and oversight issues on SWIFT system. Other Responsibilities Participate in stakeholder committee and meetings. Mentor and coach the SWIFT Services team to deliver on the planned activities. Oversee training of new staff in the section to ensure effective service delivery. Any other assigned roles and responsibilities. Qualifications Bachelor’s degree in Economics, Banking, Accounting, Finance, Business Administration, Insurance, Law, Mathematics, Computer Science or related field of study. Professional qualification in Banking, Accounting, Finance, Risk Management, or related field of study is an added advantage. Work Experience Not less than eight (8) years’ work experience in Payments Operations, Financial Services, Economics, Accounting or similar operations, with at least four (4) years in a supervisory capacity.
