The Central Bank of Kenya is a public institution established under Article 231 of the Constitution of Kenya, 2010. The Bank is responsible for formulating monetary policy to achieve and maintain price stability and issuing currency. Pursuant to the CBK Act, the Central Bank promotes financial stability through regulation, supervision and licensing of financial institutions under its mandate. The Bank also provides oversight of payment, clearing and settlement systems. All these efforts are geared towards fostering liquidity, solvency and proper functioning of the financial system. The Bank also formulates and implements foreign exchange policy and manages foreign exchange reserves. CBK is the banker for, adviser to, and fiscal agent of the Government. In discharging its mandate, the Central Bank contributes to the country’s economic development and growth, and promotes the interest of the public. The Bank strives to carry out its statutory mandate effectively and efficiently guided by the principles of integrity and transparency.Job Purpose The Senior Officer, Mandates provides effective and efficient banking services to commercial banks, the National & County Governments and other public entities, in line with laid down procedures and guidelines to contribute as appropriate to the performance of the Bank’s objective of banker to Government, financial institutions and public entities. Key Duties and Responsibilities Strategic Responsibilities Contribute as appropriate to the performance of other functions and to the overall achievement of the Bank’s strategic objectives. Work effectively as part of the team to deliver on the Key Result Areas and demonstrate competencies of the role. Technical and Operational Responsibilities Provide guidance to customers on mandate roles and user access rights. Conduct pre-approval checks on all mandates and users. Counter check data captured in the system to ensure it matches supporting documents attached to the created mandate. Validate ID documents, signatures, work permits (where applicable) and institutional approvals used in creation of mandates. Ensure mandate expiry periods comply with policy. Reject non-compliant requests and guide customers on corrections. Maintain mandate processing Service Level Agreements (SLAs). Track and manage mandate queues in the system. Escalate overdue, complex, or high-risk mandates to the Section Head. Provide regulatory reports, management dashboards and internal audit reports. Maintain proper filing of Mandate forms and ID documents that are received physically over the counter. Review and approve Online Banking (OLB) -originated requests in Spotlight. Respond to customer queries on email, phone and walk-in engagements. Withdraw users who were migrated to the new system on TRANSACT System so that they can be created on OLB. Review user creations, mandates renewal request and edits on spotlight. Receive and process mandate withdrawal/deletion instructions. Create mandates for newly opened accounts for an institution. Assist with onboarding of CECMs and Clerks in accordance with PFM Act and CBK procedures. Provide mandate reports for clients upon request. Validate consistency across spotlight, TDH and TRANSACT system. Generate infinity reports i.e. active users, expired users, withdrawn users and suspended users. Enforce policy on mandates creation, National Treasury approval for MDAs, clerks for assemblies and CECMs for executive. Monitor OLB mandate activity and exceptions. Prepare issues for daily operations meeting. Create and manage mandates for internal users. Support CBK Branches on mandates activities. Resolve queries and complaints from customers and make decisions in marginal risk Situations. Prepare requisite investigation reports required by EACC or any other investigating Authority as and when requested. Other Responsibilities Audit tellers cash tills at the close of business. Assist in preparation of the Banking Strategic Plan. Assist in preparation of yearly budget for Financial Institutions Operations Section. Provide information for input into the Training Plan. Maintain working relationships with appropriate external parties including Government departments, County Governments, commercial banks and other financial institutions. Comply with the Bank policies, procedures, guidelines and internal controls. Perform any other task as may be assigned from time to time. Qualifications Bachelor’s Degree in Economics, Banking, Accounting, Finance, Business Administration, Mathematics, Computer Science or related field of study. Professional qualification in Banking, Accounting, Finance, Risk Management, or related field of study is an added advantage. Work Experience Not less than three (3) years’ work experience in Banking Operations, Financial Services, Economics, Accounting, or similar operations.
