The Norwegian Refugee Council (NRC) is seeking a highly qualified, experienced, and dynamic Head of Programmes Kenya.

We are seeking to hire the Head of Programme position is to assume overall responsibility for programme development and strategic vision in the country promoting learning and a cost-conscious culture as well as ensure effective and constructive communication between related functions, Partners and Area offices.
What you will do
Line management for Core Competence Specialists
Member of the Country Management Group (CMG)
Compliance with and adherence to NRC policies, guidance and procedures
Provide programme input to Country Strategy and Plan of Action
Development of Core Competency strategies that are aligned to regional and global priorities & strategies
Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Identify funding opportunities, develop funding strategies and forecasts

What you will bring
Ensure strategic programme development in the country in line with the region and global programme initiatives.
Overseeing specific advances in NRC’s Innovation, Protection, Markets and Digital programming, through an increasingly localized and networked approach
Contribute to expanding the use of Cash Based Programmes and increasing use of technology as a way of increasing efficiency of the programmes in liaison with partners.
Contribute to strengthening accountability to beneficiaries through improving M&E systems, the establishment of beneficiary feedback and complaints mechanisms and improved needs assessments for evidence-based programming with partners
Facilitate initiatives for integrated programme analysis and response analysis, including the integration of relevant cross-cutting issues such as protection, safe programming and access
Oversee Project Cycle Management (PCM), through field support missions and partners.
Liaise with Area managers to explore and create synergies and ensure effective and constructive communication between the CO, AO and partners.
What we offer
Duty station: Kenya – Nairobi
Contract: 12months, renewal subject to funding and performance
Travel: 40%
Salary/benefits: Grade 11 on NRC’sKenya, salary scale, with accompanying terms and conditions.
Estimated Salary Range: Similar roles in the humanitarian sector for Grade 11 frequently range between KES 250,000 to KES 350,000+ per month, depending on specific experience and responsibilities.
